Historically, the firm’s attorneys have focused on providing clients with high quality estate planning and administration services in a timely, professional manner. The firm is dedicated to the efficient delivery of legal services. We use the latest technologies that unencumbers us from the traditional overhead of larger law firms. We offer select estate planning services on a flat-fee basis, thus encouraging clients to participate fully in the process without the ticking of a billable clock. Where a flat-fee or an alternative billing structure is not feasible, we serve our clients at reasonable hourly rates, and we work closely with our clients to achieve cost effective solutions and resolutions.

Our People

Jay Turner focuses his practice on estate planning and administration with an emphasis on estate, gift, generation-skipping and fiduciary income tax planning. Prior to co-founding Shepard & Turner, PLC, Jay was a partner with Williams Mullen and served as chair of the firm’s estate planning section. Prior to joining Williams Mullen, Jay served as Senior Counsel in SunTrust Bank’s legal department. Jay is a fellow of the American College of Trust & Estate Counsel.

John Lumpkins joined the firm in March 2020. John focuses his practice on real estate, estate planning, trust and estate administration, and related litigation. He also serves the firm’s small business clients in varied business matters, including business acquisition, sale and real estate matters. John also manages an affiliated settlement agency, RVA Real Estate Settlements, LLC.
Prior to joining the firm, and since 2010, John practiced law on his own in Richmond. Since graduating from the University Richmond School of Law in 1988, John has served as a federal judicial law clerk, worked for Williams Mullen in its intellectual property group, managed a forty-employee law firm, and served as in-house counsel for technology companies, in both Raleigh and Richmond.

Missy Blackwell has been with the law firm since she joined Shepard and Turner in 2012. Through her estate planning practice, Missy provides diligently-focused service to clients seeking assistance with the preparation of wills, revocable and irrevocable trusts, power of attorney documents, advance medical directives and related documents. Each estate plan is crafted individually for the specific client’s needs and circumstances. Her emphasis is on providing effective legal services while making her clients comfortable and educated throughout the process.
Kendra Lumpkins has worked with her husband, John, since 2015. She is a legal assistant at Turner Lumpkins & Blackwell and wears several hats, including working closely with our clients on estate and trust administration and real estate matters.

The law firm’s primary office is located near the intersection of Patterson Avenue and North Parham Road in Henrico County, Virginia.
The firm operates a satellite office on Monument Avenue west of the Richmond City line.
